The Health Care Manager The health care manager sees quality care as: • Managing efficiently the available resources of the health facility (efficiency). • Staff achieving set targets & are disciplined (effectiveness & management) • Health staff being regularly supported and supervised (I.P. relations, safety, equity & equality). The eight dimensions of quality were defined by David A. Garvin, who passed away in 2017 at the age of 64. Garvin was a Professor of Business Administration at Harvard Business school and his publications on quality were based on his research on U.S. manufacturers. This article presents a detailed review of the literature relating to quality management and the various models that have been developed over the past decades for use in improving service quality. It begins by exploring the concept of service quality and introducing the Total Quality Management (TQM) approach.

The paper provides additional understanding of the connection between quality management and health, particularly regarding the role of leadership.
